Responsibility
The China Country Senior Finance Manger is responsible for the management of all finance and control matters at subsidiaries and branches in China. The Sr. Finance Manager has a dual role: first, with responsibilities for overall China finance activities, and second, with direct responsibilities as Site Operations Controller for Micron’s Xi’an manufacturing site.
Serving in the first role, the Sr. Finance Manager will work with accounting, tax, and operations finance teams in Xi’an and Shanghai, as well as with corporate teams, to meet subsidiary statutory, tax and consolidation requirements. In the second role, the Sr. Finance Manager will be a member of the Xi’an Site Leadership Team and will directly lead the Xi’an operations finance team in support of Micron’s Xi’an Test and Module Manufacturing Operations, including funding and capitalization requirements.
The China Country Sr. Finance Manager functionally reports into the Asia-Pacific Controller with Finance Function matrix reporting relationships to Micron’s Corporate and Operations Senior Finance Directors. As a member of the Xi’an Leadership team, the Sr. Finance Manager also operationally reports to the Xi’an Site Director. This position is located in Xi’an, China.
Job responsibilities may be divided into (a) subsidiary financial management, (b) Xi’an operations finance management, (c) China finance team leadership and development, and (d) global finance team.
Subsidiary Financial Management
* Compliance Matters
Working with Corporate and Site Management, ensure that procedures and controls are in place to satisfy both local requirements and Micron’s worldwide procedures and policies.
* Financial Reporting and Systems
Meet all requirements for the timely reporting of China financial statements, in compliance with Micron policies.
Understand and implement Micron financial, costing and planning systems.
Ensure reporting standards are met through knowledge of US GAAP and China Statutory & Tax standards.
* Internal Accounting Controls
Ensure that a system of internal accounting controls is in place that meets requirements for financial reporting, the safeguarding of assets, and appropriate record retention.
* Government Relations & Incentives
Working with the Xi’an Site Director, ensure that Xi’an site incentives and grants are optimized, terms and conditions are fully met, and external relationships properly maintained.
* Subsidiary Structure, Equity and Debt Management
Working with the A-P Controller and Corporate Tax, prepare long-term equity, debt and other financial structures which meet operational funding requirements while achieving optimal cash management.
Xi’an Operations Finance Management
Support Xi’an site management in all matters relating to performance objectives, cost reporting, output optimization, capital asset justification, and other analyses as required.
Pro-active ability to direct operations management to cost opportunities, and recommend courses of improvement
Accurately report Xi’an output and cost performance and compare results with other worldwide backend operations
* Product Costing Support
Support Site cost requirements and cost allocation procedures
Directly engage with worldwide manufacturing teams on cost reduction and capital avoidance programs
Objectively report Xi’an cost per part and other process cost measures
Maintain alignment to Micron’s worldwide capital, planning and cost reporting procedures
* Budget and Manufacturing Forecast
Directly manage the development and reporting of manufacturing budgets & headcount projections
Meet Micron’s consolidated budget, planning and reporting requirements
China Finance Team Leadership and Development
* Team Leadership
Lead a team of 25 finance professionals in Xi’an and Shanghai
Maintain an appropriate balance of experienced and new team members
Develop and implement a staffing plan adequate to meet long-term business requirements
Prioritize issues and projects, and allocate resources to meet deliverables within business requirements
Develop a culture of shared purpose & responsibility across Xi’an site, China and worldwide Micron teams
* Manage Performance and Develop Team Members
Ensure continual development and professional certification for the finance staff.
Provide required resources & training to enable team member success
Lead goal setting, team coaching, and performance appraisals
Identify strengths and create specific development plans according to individual need
Ensure China finance team is familiar with Micron finance activities and procedures in Asia and USA
Coordinate systems and other training opportunities
Provide recognition, drive accountability and foster an environment of continuous improvement
Global Finance Team

Member of the Worldwide Finance Leadership team (WFL)
Help set direction and goals for the functions
Requirement
1. A mature, independent, self-reliant individual able to interface with senior China and Micron management
2. Demonstrated track record of individual contribution and team leadership
3. Minimum 8-10 years in a Finance leadership position in a manufacturing environment, including China country experience
4. CPA qualification, Masters degree in Accountancy, ACCA, ACMA, and /or MBA
5. Familiarity with accounting & enterprise reporting systems (SAP, Cognos, other)
6. Deep knowledge of financial systems of internal controls (SOX, other); China reporting requirements
7. Strong knowledge of manufacturing or operations finance: financial planning , modeling, cost & inventory reporting
8. Independent financial analytical ability, ROI modeling
9. Ability to provide decision support and recommendations, not just data
10. Demonstrated record of successful team leadership and development
